ELIGIBILITY CRITERIA:
Applicants must:
• Be foreign citizens from non-EU and non-EFTA countries.
• Prioritize those from countries without an educational cooperation agreement with Romania.
• Not hold Romanian citizenship or are not part of Romanian historical communities.
• Not have refugee status or long-term residence in Romania.
• Not be members or family of diplomatic staff or international organization representatives in Romania.
• Not have previously benefited from a Romanian government scholarship for the same level of study.
