The United Nations Population Fund (UNFPA) in Rwanda, in collaboration with the Ministry of Gender and Family Promotion, is seeking a highly qualified National Consultant to support the revision of the MIGEPROF five-year Strategic Plan. This consultancy aims to strengthen the Ministry’s strategic direction for the period 2025/2026–2029/2030 by conducting a comprehensive review and updating its existing strategic framework.Register now for new programs at MK SCHOLARS

The consultant will work under the supervision of the MIGEPROF Permanent Secretary and in close coordination with both MIGEPROF and UNFPA technical teams. The assignment focuses on improving institutional effectiveness, refining the Theory of Change, and ensuring alignment with national development priorities and global development frameworks.

ELIGIBILITY CRITERIA

Applicants must meet the following requirements:

·       Master’s degree in Economics, Project Management, Development Studies, Gender Studies, Public Policy & Management, or Social Sciences (notarized copy required)

·       Minimum of 5 years of relevant experience in policy or strategy development/formulation

·       Proven track record supported by at least three certificates of successful assignment completion

·       Strong understanding of gender equality, child development, and women empowerment in Rwanda

·       Demonstrated analytical and research skills in relevant thematic areas

·       Excellent written and spoken English (mandatory); knowledge of French and Kinyarwanda is an added advantage

·       Ability to engage effectively with government institutions, civil society, and development partners

DUTIES AND RESPONSIBILITIES

The selected consultant will be responsible for:

·       Reviewing and updating the MIGEPROF Strategic Plan (2018–2024)

·       Conducting a comprehensive situational and SWOT analysis using available data and evidence

·       Assessing and refining the existing Theory of Change in alignment with national and sector priorities

·       Identifying key implementation gaps and proposing strategic interventions

·       Developing a revised Strategic Plan (2025/2026–2029/2030) with clear objectives, outcomes, outputs, indicators, targets, and interventions

·       Designing an institutional framework for effective implementation, coordination, and accountability

·       Developing a costed implementation plan and Monitoring & Evaluation (M&E) framework

·       Presenting draft versions of the strategic plan to stakeholders and incorporating feedback

·       Finalizing and validating the revised strategic plan with senior leadership
