The National Child Development Agency (NCDA) invites qualified and experienced professionals to apply for the position of SPIU Coordinator under contract. The SPIU Coordinator will play a strategic leadership role in project development, planning, implementation, and stakeholder engagement while ensuring alignment with government priorities and donor requirements. The position reports directly to the Director General.

ELIGIBILITY CRITERIA
Applicants must possess one of the following qualifications with at least 5 years of relevant professional experience:

·        Master’s Degree in Project Management

·        Master’s Degree in Finance

·        Master’s Degree in Economics

·        Master of Business Administration (MBA)

·        Master’s Degree in Development Studies

Required competencies and technical skills:

·        Strong leadership and team management skills

·        Time management and organizational skills

·        Report writing and presentation skills

·        Strong communication and negotiation skills

·        Resource mobilization skills

·        Planning and coordination skills

·        Computer literacy

·        Ability to prioritize and plan effectively

·        Good knowledge of donor-supported projects (multilateral and bilateral)

·        Good judgement and decision-making abilities

·        Emotional intelligence and objectivity

·        Fluency in English, Kinyarwanda, or French (knowledge of all is an added advantage)

DUTIES AND RESPONSIBILITIES

1. Project Development and Strategy

·        Lead preparation of draft project proposals under SPIU in collaboration with NCDA departments for review by MINECOFIN

·        Ensure donor-funded projects align with government policies and strategies during design, planning, and implementation

·        Translate NCDA management orientations into project operations

·        Report on project strategy implementation to NCDA leadership

·        Host appraisal and supervision missions from development partners

·        Support technical assistants in contributing to sector dialogue

·        Advise on policy dialogue related to donor-funded projects

·        Oversee studies conducted through donor-funded projects and ensure policy-level utilization of findings

·        Monitor sector indicators related to donor-funded projects

·        Contribute to child development, nutrition, and protection sub-clusters

2. Project Planning, Implementation, Monitoring, Evaluation, and Reporting

·        Lead and supervise planning, implementation, monitoring, evaluation, reporting, and closure of donor-funded projects

·        Ensure project alignment with government strategies and compliance with donor modalities

·        Integrate donor-funded projects into sector planning, M&E, and reporting systems

·        Supervise coordination and monitoring processes under SPIU

·        Ensure timely submission and approval of implementation plans and budgets

·        Chair project management and technical committee meetings

·        Approve SPIU action plans and procurement plans

·        Closely follow project implementation to enhance effectiveness and avoid delays

·        Supervise collaboration with partner institutions for grant implementation

·        Ensure compliance with project requirements

·        Supervise preparation of activity and financial reports

·        Support mid-term and end-of-project reviews

3. Administrative and Fiduciary Management

·        Ensure effective administrative and financial management procedures

·        Supervise budget preparation and financial planning

·        Validate annual SPIU budgets and plans

·        Monitor accounting, financial reporting, and budget execution

·        Oversee contract and grant management

·        Supervise procurement planning and implementation

·        Coordinate with procurement and finance units for proper management

·        Initiate and follow up cash requests to development partners

·        Supervise record management and preservation

·        Oversee audit processes and implementation of audit recommendations

4. Supervisory Role

·        Supervise and coach SPIU program/project managers and staff

·        Support coordination and evaluation of technical assistance staff

·        Promote high ethical standards among SPIU staff

·        Foster teamwork and effective communication within the unit

5. Stakeholder Engagement

·        Build and strengthen partnerships with government institutions, development partners, and service providers

·        Participate in sector studies and development of new interventions

·        Represent NCDA in meetings, conferences, seminars, and workshops when delegated

·        Support mobilization of funds for projects

6. Other Responsibilities

·        Perform any other duties assigned by supervisors
