The University of Technology and Arts of Byumba (UTAB) is a fully accredited, community-based higher learning institution established in 2006. Located in Byumba Sector, Gicumbi District, Northern Province, Rwanda, UTAB is dedicated to providing quality higher education, research, and community service. ELIGIBILITY CRITERIA
Applicants must meet the following general requirements:
• Hold the relevant academic qualifications as indicated for each position
• Possess the required years of professional experience in a similar or related role.
• Demonstrate integrity, discipline, strong communication, and time management skills.
• Be able to work independently with minimal supervision.
• Have the ability to multitask and meet strict deadlines.
• Strong interpersonal, organizational, and leadership abilities are an added advantage.
AVAILABLE POSITIONS
UTAB is recruiting for the following positions:
1. Director of Planning
Minimum Qualifications:
• Master’s Degree in Management, Project Planning, Agriculture Economics, Development Studies, or related field.
• At least five (5) years of experience in planning, financial management, teaching, or management in a higher learning institution.
• Strong integrity, leadership, multitasking ability, and excellent communication skills.
Duties and Responsibilities:
• Prepare strategic, business, and annual action plans.
• Compile institutional reports and analyze performance trends.
• Coordinate project proposals, manage budgets, and allocate resources efficiently.
• Develop and oversee institutional development strategies.
• Support marketing and advertising initiatives.
• Monitor social trends and recommend improvement strategies.
• Collaborate with research and creative teams and present findings to management.
2. Policy Development and Compliance Officer
Minimum Qualifications:
• Bachelor’s Degree in Education, Psycho-pedagogy, or related Social Sciences.
• Minimum of three (3) years of experience in a University or Higher Learning Institution.
• Strong time management, communication, and multitasking abilities.
Duties and Responsibilities:
• Provide advice on program design, development, and approval.
• Offer student guidance and counselling support.
• Contribute to maintaining degree-awarding authority and academic compliance.
• Maintain documentation and serve as secretary to relevant committees.
• Assist with module and program approval processes.
3. Budget Officer
Minimum Qualifications:
• Bachelor’s Degree in Management, Accounting, or Finance.
• At least three (3) years of experience in budget or financial management.
• High integrity, analytical ability, and excellent organizational skills.
Duties and Responsibilities:
• Prepare and monitor UTAB’s institutional budget.
• Record and classify all financial operations.
• Prepare requisitions, reconcile bank accounts, and produce reports.
• Support internal audits and financial reviews.
• Maintain accurate financial records and ensure accountability.
4. Human Resource Officer
Minimum Qualifications:
• Bachelor’s Degree in Human Resource Management, Law, Sociology, or related Social Sciences.
• At least three (3) years of experience in human resource or administrative management.
• Excellent communication and problem-solving skills.
Duties and Responsibilities:
• Prepare staff statistics, manage recruitment, and onboarding processes.
• Supervise support and casual workers.
• Ensure safe and healthy working environments.
• Manage staff contracts, benefits, and exit processes.
• Prepare employment testimonials and HR-related reports.
5. Secretary of the Department
Minimum Qualifications:
• Bachelor’s Degree in Statistics, Computer Science, Secretarial Studies, or related field.
• Minimum of three (3) years of experience in office management.
• Strong computer, organization, and communication skills.
Duties and Responsibilities:
• Receive, record, and handle student and staff correspondence.
• Prepare and manage teaching timetables and examination invigilation schedules.
• Collect and record student marks and attendance.
• Classify and archive department documents.
• Support administrative operations and maintain communication efficiency.
6. Recovery Officer
Minimum Qualifications:
• Bachelor’s Degree in Management, Accounting, Economics, or Finance.
• At least three (3) years of experience in a university or higher education institution.
• Strong attention to detail, integrity, and ability to work independently.
Duties and Responsibilities:
• Record and monitor students’ payment transactions.
• Ensure students with arrears are not allowed to sit exams.
• Prepare financial and recovery reports.
• Follow up on payments and assist in graduation clearance processes.
• Maintain accuracy in documentation and filing.
7. Network Administrator
Minimum Qualifications:
• Bachelor’s Degree in Information Technology, Computer Science, Computer Engineering, or Telecommunications.
• Minimum of three (3) years of relevant experience in network administration.
• Professional certifications such as CCNA, CCNP, or CompTIA Network+ are highly desirable.
• Proficiency in configuring routers, switches, network security, and monitoring tools.
Duties and Responsibilities:
• Configure, support, and maintain network servers and systems.
• Ensure network performance and cybersecurity compliance.
• Set up user accounts, troubleshoot issues, and define network policies.
• Perform LAN installation and maintenance.
• Research and recommend network solutions and best practices.
8. Infrastructure Officer
Minimum Qualifications:
• Bachelor’s Degree in Civil Engineering, Architecture, Construction Management, Building Technology, or related field.
• At least three (3) years of experience in construction supervision or infrastructure management.
• Knowledge of AutoCAD/MS Project and local building codes.
• Excellent negotiation, coordination, and leadership skills.
Duties and Responsibilities:
• Manage UTAB’s estates and physical facilities.
• Ensure maintenance and safety of all buildings and equipment.
• Lead health, safety, and environmental initiatives.
• Prepare construction and maintenance plans.
• Provide technical assistance for contracts and asset management.
• Supervise repair and disposal processes for university assets.
DUTIES AND RESPONSIBILITIES
Each position carries specific duties, including but not limited to:
• Strategic planning, budgeting, and performance monitoring.
• Managing policy development, compliance, and documentation processes.
• Preparing and monitoring institutional budgets and financial reports.
• Coordinating human resource operations, recruitment, and staff management.
• Supporting administrative tasks, document handling, and student services.
• Overseeing ICT systems, network maintenance, and infrastructure projects.
• Ensuring smooth and transparent management of university finances and assets.
• Contributing to UTAB’s mission through professionalism, teamwork, and innovation.
