JOB OPPORTUNITY AT RWANDA COOPERATIVES AGENCY (RCA).

The job position at the Rwanda Cooperatives Agency (RCA) is centered on strengthening transparency, accountability, and good governance within non-financial cooperatives across the country. The role involves planning and conducting internal audits, producing clear and detailed audit reports, and presenting findings to cooperative general assemblies. The position also requires maintaining and updating a database of individuals suspected of cooperative-related offenses, while closely working with relevant institutions to ensure legal and corrective actions are taken. Follow-up on the implementation of audit recommendations is key to ensuring compliance and sustainable improvement in cooperative management.
In addition to internal audit responsibilities, the position also focuses on coordinating and monitoring external audits for non-financial cooperatives. This includes preparing terms of reference, participating in the selection and certification of external auditors, and ensuring that audit findings are effectively addressed. The role provides technical assistance throughout the audit process and contributes to building a reliable cooperative sector by ensuring proper financial oversight. ELIGIBILITY CRITERIA
Applicants must hold a Bachelor's degree in one of the following fields:
β’ Management
β’ Economics
β’ Finance
β’ Accounting
In addition to the academic qualification, candidates must have successfully completed at least Foundation Level One of a recognized professional certification, such as:
β’ CPA (Certified Public Accountant)
β’ CIA (Certified Internal Auditor)
β’ CPFA (Certified Public Finance Accountant)
β’ CPFM (Certified Public Financial Manager)
β’ ACCA (Association of Chartered Certified Accountants) β Applied Knowledge Level
β’ Or Stage Two of CAT (Certified Accounting Technician) or API Certificate
Note: No prior work experience is required for this position.
REQUIRED COMPETENCIES AND KEY TECHNICAL SKILLS

β’ Digital literacy and proficiency in using relevant tools.
β’ Fluency in Kinyarwanda, English, and/or French. Knowledge of all three is an added advantage.
β’ Solid understanding of accounting, financial reporting, and auditing standards (e.g., IPSAS, IFRS, ISSAIs).
β’ Proficiency in using financial management systems.
β’ Strong analytical and critical thinking skills.
AVAILABLE POSITIONS
Position: Audit
DUTIES AND RESPONSIBILITIES
1. Conduct audits in non-financial cooperatives, plan audits to be conducted, and respond to all relevant audit requests. Prepare both draft and final audit reports. Present audit reports to the General Assembly of cooperatives. Create and update a database of individuals suspected of committing cooperative-related offences and work closely with the competent authorities. Follow up on the implementation of audit recommendations. Perform any other related duties as assigned by the supervisor.
2. Provide technical assistance in the monitoring and evaluation of external audits in non-financial cooperatives. Prepare terms of reference and participate in the selection and certification process of external auditors for non-financial cooperatives. Monitor the audits conducted by external auditors and follow up on the implementation of external audit recommendations. Maintain a database of individuals suspected of cooperative-related offences and collaborate with the competent authorities. Carry out any other tasks assigned by his/her supervisor.
