RwandAir is the flag carrier airline of Rwanda, operating domestic and international services across Africa, Europe, and the Middle East from its main base at Kigali International Airport. The position is based at Kigali International Airport and reports to the Director Technical Services within the Maintenance Department.

ELIGIBILITY CRITERIA

Applicants should meet the following requirements:

·       Hold a Bachelor’s Degree in Supply Chain, Logistics, Aeronautical Engineering, or a related technical or management field.

·       Have at least 10 years of professional experience in aviation materials, logistics, or technical stores management.

·       Have a minimum of 3 years of managerial experience within an airline or Maintenance, Repair and Overhaul (MRO) environment.

·       Possess strong knowledge of aviation materials regulations, including EASA Part 145 and Part M/CAMO requirements.

·       Have knowledge of inventory traceability and aviation materials control.

·       Be familiar with ERP or maintenance and engineering systems such as AMOS, Ramco, or TRAX.

·       Demonstrate strong planning, negotiation, analytical, and cost-control abilities.

·       Have strong interpersonal and communication skills.

·       Demonstrate high integrity and strong attention to compliance and quality standards.

·       Be fluent in English. Knowledge of French or Kinyarwanda is an advantage.

Preferred Qualifications and Experience

·       A postgraduate qualification in Logistics, Aviation Management, Business Administration, or a related field.

·       Experience with aircraft phase-in/phase-out activities.

·       Experience with AOG support systems.

·       Experience with bonded warehouse operations.

DUTIES AND RESPONSIBILITIES

The Head of Materials and Assets will be responsible for the following:

Strategic Responsibilities

·       Lead the transformation of materials and logistics functions in line with fleet growth, digitalization, and cost optimization.

·       Develop and implement materials strategies covering procurement planning, parts forecasting, and asset lifecycle management.

·       Introduce modern inventory management systems and ensure complete traceability.

·       Drive vendor performance management, including service-level agreements, cost control, and quality assurance.

·       Ensure the availability of tools and Ground Support Equipment (GSE) in coordination with maintenance and engineering schedules.

·       Develop strategies to optimize inventory and asset utilization.

·       Establish business partnerships with approved logistics companies and monitor their performance.

·       Implement procedures for routine stock-taking and reporting.

·       Ensure compliance with quality, safety, and regulatory requirements.

·       Support cost-control and operational-efficiency initiatives.

Operational Responsibilities

·       Oversee materials purchasing, handling, stores, warehousing, customs clearance, logistics, and tooling.

·       Ensure the timely availability of aircraft spares and materials for planned and unscheduled maintenance.

·       Manage component repairs cost-effectively while reducing turnaround times.

·       Coordinate shipping activities with contracted freight companies.

·       Maintain inventory accuracy through stock rotation, shelf-life monitoring, and bonded-stock control.

·       Coordinate AOG support to minimize aircraft downtime.

·       Ensure compliance with applicable airworthiness and customs regulations.

·       Manage the lifecycle of tools and equipment, including calibration, inspection, and replacement.

·       Monitor inventory levels and asset conditions.

·       Maintain accurate records and documentation for aircraft components.

·       Manage technical records to ensure component traceability and compliance with quality standards.

·       Manage the section budget.

·       Coordinate staff training, development, and competence assessments.

·       Ensure effective implementation of the Safety Management System (SMS) within the section.

Stakeholder Management

·       Work closely with Procurement, Finance, Engineering, and Maintenance teams.

·       Maintain effective relationships with OEMs, suppliers, logistics providers, and regulatory authorities.

·       Represent RwandAir during relevant external audits, supplier meetings, and regulatory inspections.

Management and Leadership

·       Lead and develop a high-performing materials and logistics team.

·       Establish departmental goals and align them with organizational transformation initiatives.

·       Establish clear procedures and ensure compliance with safety, storage, and documentation standards.

·       Coach and develop Rwandan employees for future leadership positions.

·       Promote continuous improvement and a performance-driven culture.
