The recruitment aims to strengthen the district's technical capacity by hiring competent professionals to oversee construction activities, ensure compliance with engineering standards, supervise infrastructure projects, and support the successful implementation of district development initiatives. Successful candidates will work closely with engineering teams, contractors, and other stakeholders to deliver quality public infrastructure.

ELIGIBILITY CRITERIA

Applicants must meet the qualifications and requirements for their respective positions as follows:

Foreman / Forewoman (21 Positions)

Applicants must possess:

·       An Advanced Diploma in Building Construction with at least 2 years of relevant working experience, or

·       An A2 Certificate in Building Construction with at least 2 years of relevant working experience.

·       Registration with the Institute of Engineering Rwanda (IER).

Required competencies include:

·       Teamwork and collaboration skills.

·       Effective communication skills.

·       High integrity and professional ethics.

·       Confidentiality and teamwork.

·       Experience in preparing construction activity plans and reports is an added advantage.

·       Experience in infrastructure projects, particularly those using homegrown construction solutions.

Site Engineers (5 Positions)

Applicants must possess:

·       A Master's Degree in Civil Engineering with at least 2 years of relevant experience, or

·       A Bachelor's Degree in Civil Engineering with at least 5 years of relevant experience.

·       Registration with the Institute of Engineering Rwanda (IER).

Required competencies include:

·       Strong leadership and coordination skills.

·       Knowledge of construction material engineering.

·       Ability to supervise teams with minimal support.

·       Experience in infrastructure and housing projects.

·       Knowledge of engineering software and climate-resilient construction is an added advantage.

Civil Engineer (1 Position)

Applicants must possess:

·       A Master's Degree in Civil Engineering with at least 2 years of relevant experience, or

·       A Bachelor's Degree in Civil Engineering with at least 7 years of relevant experience.

·       Registration with the Institute of Engineering Rwanda (IER).

Required competencies include:

·       Decision-making and leadership skills.

·       Planning, coordination, and organizational skills.

·       High integrity and professional ethics.

·       Ability to work independently and lead technical teams.

·       Experience in infrastructure and housing projects.

·       Knowledge of engineering software and climate-resilient construction is an added advantage.

DUTIES AND RESPONSIBILITIES

Foreman / Forewoman

Successful candidates will:

·       Guide masons and construction workers using approved technical drawings.

·       Supervise construction activities to ensure compliance with standards.

·       Monitor the proper use of construction materials, tools, and equipment.

·       Keep daily site records and material utilization reports.

·       Report daily and weekly construction progress.

·       Ensure compliance with environmental and social safeguard requirements.

Site Engineer

Responsibilities include:

·       Reviewing engineering drawings and specifications.

·       Conducting site surveys and setting out construction works.

·       Supervising contractors and subcontractors.

·       Managing work schedules and project budgets.

·       Implementing quality assurance and safety procedures.

·       Preparing technical and progress reports.

·       Monitoring project implementation and resolving technical issues.

Civil Engineer

Responsibilities include:

·       Planning, designing, and supervising infrastructure development projects.

·       Preparing technical specifications and Terms of Reference (ToRs).

·       Supervising contractors and validating technical deliverables.

·       Coordinating district-level engineering activities.

·       Supporting procurement processes.

·       Monitoring project implementation and preparing technical reports.

·       Performing other duties assigned by the employer.
