As the national institution responsible for providing weather and climate services, Meteo Rwanda plays a critical role in supporting socio-economic development through accurate meteorological information. The agency is seeking competent individuals to fill eight vacant positions across different technical and operational departments.

ELIGIBILITY CRITERIA

Applicants must meet the academic and professional qualifications specified for each position.

General requirements include:

·       Fluency in Kinyarwanda, English, and/or French. Knowledge of all three languages is an added advantage.

·       Strong communication and teamwork skills.

·       Ability to work professionally and efficiently in a technical environment.

·       Demonstrated competence in data management, meteorological observations, or related fields depending on the position applied for.

·       Relevant work experience where specified.

AVAILABLE POSITIONS

1. Observation Officers (3 Positions)

Required Qualification:

• Bachelor's Degree in Meteorology, Atmospheric Science, Statistics, Environmental Sciences, Geography, Mathematics, Mechanical Engineering, Biochemistry, Applied Meteorology, Hydrometeorology, Agrometeorology, Physics, Agriculture, or Climatology.

Experience:

2. Observation Supervisors (2 Positions)

Required Qualification:

• Degree in Meteorology, Atmospheric Science, Statistics, Geography, Environmental Sciences, Mathematics, Mechanical Engineering, Biochemistry, Applied Meteorology, Hydrometeorology, Agrometeorology, Physics, Agriculture, or Climatology.

Experience:

• Minimum of two (2) years of relevant experience.
  
  

3. Big Data Specialist (1 Position)

Required Qualification:

·       Bachelor's Degree in Data Science, Mathematical Sciences, Big Data, Machine Learning and Artificial Intelligence, or Computer Systems with three (3) years of relevant experience; OR

·       Master's Degree in Data Science, Mathematical Sciences, Big Data, Machine Learning and Artificial Intelligence, or Computer Systems with one (1) year of relevant experience.

4. Data Quality Control Officer (1 Position)

Required Qualification:

• Bachelor's Degree in Meteorology, Agrometeorology, Atmospheric Science, Statistics, Data Science, Software Engineering, Computer Science, Remote Sensing, Mathematics, Applied Meteorology, Hydrometeorology, Climate Sciences, GIS, Big Data, Machine Learning and Artificial Intelligence, or Geomatics.

5. Observations Processing Officer (1 Position)

DUTIES AND RESPONSIBILITIES

Observation Officers

·       Conduct weather observations and monitor atmospheric conditions.

·       Record, process, and transmit meteorological data.

·       Maintain meteorological instruments and weather stations.

·       Perform data quality checks and prepare climatological reports.

·       Manage observation records and station metadata.

Observation Supervisors

·       Supervise observation officers and volunteer observers.

·       Design and monitor weather observation station networks.

·       Ensure data quality, transmission, and archiving.

·       Conduct inspections, mentorship, coaching, and staff appraisals.

·       Prepare climate summaries and oversee compliance with quality management standards.

Big Data Specialist

·       Manage and maintain climate data management systems.

·       Process, analyze, and interpret weather and climate datasets.

·       Develop data mining and reporting methodologies.

·       Manage databases, backups, and data security.

·       Support climate data analysis using statistical and programming tools.

Data Quality Control Officer

·       Conduct quality control checks on meteorological data.

·       Apply statistical methods to validate and assess data integrity.

·       Monitor climate data systems and weather station performance.

·       Prepare anomaly reports and support system upgrades.

·       Deliver training on climate data management systems.

Observations Processing Officer

·       Manage data entry, archiving, and dissemination processes.

·       Verify and organize climate data records.

·       Support customer requests for climate information.

·       Maintain databases and metadata records.

·       Collaborate with technical teams to ensure data accuracy and availability.
