RURA is seeking highly skilled individuals to fill strategic leadership roles within its Corporate and Energy Departments. Successful candidates will be responsible for providing technical expertise, strategic leadership, policy implementation, regulatory oversight, and operational management to support the authority’s mission of promoting transparency, accountability, sustainability, and organizational excellence in Rwanda’s utility sectors.

DUTIES AND RESPONSIBILITIES

Head of Corporate Department

·       Provide strategic leadership and direction for the Corporate Department

·       Develop and implement policies, procedures, and governance frameworks

·       Ensure compliance with corporate governance principles and regulatory requirements

·       Oversee risk management and internal control systems

·       Manage planning, budgeting, procurement, logistics, and administrative operations

·       Supervise financial planning and expenditure controls

·       Safeguard organizational assets and promote accountability and transparency

·       Coordinate organizational development initiatives and stakeholder engagement

Head of Energy Department

·       Lead the regulation and oversight of electricity and renewable energy sectors

·       Develop and implement energy policies, standards, and regulations

·       Monitor compliance of electricity utilities with regulatory requirements

·       Conduct inspections, audits, and performance assessments

·       Regulate licensing processes and tariff structures

·       Promote fair competition and sustainable energy development

·       Investigate complaints and disputes related to electricity services

·       Collaborate with stakeholders on energy infrastructure and Public-Private Partnerships (PPPs)

·       Lead technical research, analysis, and sector development initiatives
