The Higher Education Council (HEC) invites applications from eligible Rwandan students for the Government Study Loan for the September 2026 intake. Interested candidates planning to pursue studies abroad are encouraged to apply within the application period running from 1st to 31st May 2026. ELIGIBILITY CRITERIA

·       Must be a Rwandan student intending to study abroad

·       Must have secured admission in a recognized foreign university

·       For Bachelor’s applicants: must have completed Senior Six in 2024 or 2025

·       Must be admitted in priority fields not offered in Rwanda

·       Must demonstrate strong academic performance (preferably 80% and above)

·       Ongoing students already studying abroad are not eligible

·       Applicants admitted to local universities are not eligible

REQUIRED DOCUMENTS

·       Application letter addressed to the Director General of HEC

·       Academic certificates and transcripts

·       Valid admission letter from a recognized foreign university

·       Copy of National ID

·       Updated Curriculum Vitae (CV)

·       Recommendation letter (from employer or relevant referee)

·       Personal statement

·       Detailed cost breakdown (tuition, living expenses, etc.)

APPLICATION PROCEDURES

·       All applications must be submitted online through the HEC Management Information System (HECMIS)

·       Applicants should review the list of priority fields before applying

·       Ensure all required documents are uploaded correctly within the deadline
