ELIGIBILITY CRITERIA
Applicants must meet the following requirements depending on the position applied for:

For GIS Backend Developer

·       Master’s Degree in Geo-information Sciences or Geo-Informatics.

·       Minimum of 5 years of relevant professional experience in geospatial development.

·       Strong expertise in GIS technologies, spatial databases, and programming languages.

For Spatial Development Framework (SDF) Operationalization Specialist

·       Master’s Degree in one of the following fields:

o   Urban & Regional Planning

o   Geography

o   Environmental Sciences

o   Natural Resources Management

o   Spatial Planning

o   Earth Observation Sciences

o   Geo-information Sciences

·       8 years of relevant experience in spatial planning (or 3 years for Geo-information Sciences).

·       Strong understanding of spatial planning policies and governance frameworks in Rwanda.

DUTIES AND RESPONSIBILITIES

GIS Backend Developer

·       Develop and maintain GIS web-based applications and systems.

·       Manage spatial data and geospatial databases.

·       Integrate GIS systems with other platforms such as BPMIS.

·       Develop dashboards, web services, and interactive maps.

·       Create geoprocessing models and automation scripts using Python.

·       Provide technical support to users and troubleshoot GIS-related issues.

·       Develop data acquisition and visualization tools for spatial analysis.

·       Support integrated spatial and economic planning initiatives.

Spatial Development Framework Operationalization Specialist

·       Identify technical support needs for implementing the Spatial Development Framework (SDF).

·       Analyze spatial planning policies, strategies, and legal frameworks.

·       Coordinate stakeholders across government institutions for spatial planning initiatives.

·       Develop tools and frameworks for spatial data collection and analysis.

·       Conduct spatial multi-criteria evaluation for decision-making.

·       Facilitate capacity building and training for stakeholders in spatial planning and GIS tools.

·       Support the integration of spatial aspects into national and district planning processes.
