The organization is inviting qualified and motivated candidates to apply for the positions of Accountant and Budget Specialist. These positions aim to strengthen financial management, budgeting, reporting, and compliance processes within the institution. Successful candidates will undergo a competitive recruitment process including psychometric, written, and oral examinations.

 

ELIGIBILITY CRITERIA

1. Accountant

·       Bachelor’s Degree in Accounting, Finance, Economics, or Management

·       At least Foundation Level I in CPA/CIA/CPFA/CPFM

·       0 years of relevant experience required

Required Competencies:

·       Ability to work independently with minimal supervision

·       High sense of responsibility and integrity

·       High standards of professional ethics and confidentiality

·       Strong decision-making skills

·       Assertiveness and communication skills

·       Language: English

 

2. Budget Specialist – Rwanda Biomedical Center (RBC)

·       Master’s Degree in Finance (3 years of experience)
OR

·       Bachelor’s Degree in Finance (5 years of experience)
OR

·       Bachelor’s Degree in Business Management/Economics (5 years of experience)
OR

·       Master’s Degree in Business Management/Economics (3 years of experience)

Required Competencies:

·       Strong verbal and written communication skills

·       High level of discretion and confidentiality

·       Ethical conduct and teamwork skills

·       Problem-solving and decision-making skills

·       Language: English

DUTIES AND RESPONSIBILITIES

Accountant

·       Support day-to-day financial operations in compliance with World Bank (WB) and government policies

·       Prepare monthly financial reports and track budget performance

·       Manage bill clearance, advance reconciliation, payments, and vouchers

·       Record project transactions accurately using proper charge codes

·       Prepare monthly bank reconciliations

·       Assist in cash flow forecasts and payroll processing

·       Maintain proper documentation and filing systems

·       Facilitate internal and external audits

·       Perform other assigned duties

Reports To: Financial Coordination Specialist

 

Budget Specialist

·       Develop Global Fund budgets in collaboration with units

·       Participate in national planning processes (Vision 2020, EDPRS, SDGs)

·       Prepare and manage MTEF and IFMIS entries

·       Monitor budget execution and reporting (quarterly, semester, annual)

·       Identify budget gaps and recommend reallocations

·       Prepare cash flow plans with MINECOFIN and partners

·       Ensure strong internal financial controls

·       Process payments and purchase orders in compliance with public finance rules

·       Facilitate audits and maintain proper documentation

Reports To: Financial Coordination Specialist
