Applications are now open for the Azerbaijan Government Scholarship 2026–2027, officially known as the Heydar Aliyev International Education Grant Program. This fully funded scholarship invites international students from eligible countries to pursue Bachelor’s, Master’s, PhD, General Medicine, Medical Residency, and Preparatory Programs in Azerbaijan. Launched by the Government of the Azerbaijan in honor of National Leader Heydar Aliyev, the scholarship aims to strengthen global education ties through academic and cultural exchange. Students will study at leading Azerbaijani universities, gaining high-quality education while experiencing Azerbaijan’s rich culture, history, and modern higher education system.

SCHOLARSHIP BENEFITS

The Azerbaijan Government Scholarship is fully funded and provides:

·       Full tuition fee coverage (including language preparatory courses where required)

·       Monthly stipend of 800 AZN (approx. 470 USD) for 10 months per year (excluding July and August)

·       International round-trip economy airfare (once per year)

·       Annual medical insurance allowance of 200 AZN

·       Single-entry visa to Azerbaijan

·       Temporary residence permit for each academic year

·       Access to Azerbaijan’s modern academic and research facilities

ELIGIBILITY CRITERIA

Applicants must meet the following requirements:

·       Must NOT be citizens of Azerbaijan or individuals whose Azerbaijani citizenship has been terminated

·       Age limits (as of 15 September 2026):

o   Undergraduate & General Medicine: below 35 years

o   Master’s & Medical Residency: below 40 years

o   PhD: below 45 years

·       Must be officially nominated by relevant government authorities (Ministries, Embassies, or state bodies) in eligible countries

·       Minimum academic performance of 70% (or equivalent GPA)

·       Valid medical certificate (including HIV/AIDS and Hepatitis B & C test results)

Meet language requirements (English, Russian, Turkish, or Azerbaijani depending on program)

Dual nationals must apply under only one eligible nationality

AVAILABLE PROGRAMS

The scholarship supports the following educational levels:

·       Bachelor’s Degree (4–5 years)

·       General Medicine (5–6 years)

·       Master’s Degree (1.5–2 years)

·       Medical Residency (2–5 years)

·       Doctoral (PhD) Programs (3 years)

Applicants may select up to three programs at different participating Azerbaijani universities.

REQUIRED DOCUMENTS

Applicants must prepare the following documents:

·       Completed nomination form (Stage 1)

·       Copies of diplomas and transcripts (minimum 70% performance)

Medical certificate (issued within the last three months) including HIV/AIDS and Hepatitis B & C results

·       Valid passport copy

·       Updated CV/Resume

·       Language proficiency proof:

o   English: IELTS (5.0 undergraduate / 5.5 postgraduate) or TOEFL equivalent

o   Russian, Turkish, or Azerbaijani: proof of proficiency or previous education in that language

·       Motivation letter

·       Copies of awards (if any)

·       All documents must be notarized and translated into Azerbaijani, Turkish, English, or Russian (if originally in another language)

·       PDF format uploads required during the second stage via the SIACAS portal

Applicants must submit required documents to the relevant government authority (Ministry, Embassy, or state body) in their home country.
