The Higher Education Council (HEC) is a public institution responsible for coordinating, promoting, and regulating higher education in Rwanda. One of its key mandates is to manage the Government Student Loan Scheme, which provides financial support to eligible students based on national priorities and the availability of funds within the approved government budget. ELIGIBILITY CRITERIA
To be eligible for the Government Study Loan, applicants must:
• Be Rwandan citizens with a valid National ID.
• Have strong academic performance at the previous level of study (evidenced by transcripts and grades).
• Be admitted or applying for studies in one of the national priority fields as defined by HEC.
• Clearly specify the mode of study (full-time, part-time, or online).
• Provide necessary supporting documents, including a recommendation letter (if employed).
Note: Study loans are awarded based on the availability of funds and alignment with national priority programs.

REQUIRED DOCUMENTS
Applicants must submit the following documents online:
1. Application letter addressed to the Director General of HEC, clearly indicating:
. Duration of study (start and end dates).
. Academic performance in previous studies (class and percentage).
. Course to study, university, country of study, and mode of study.
. Detailed breakdown of the amount requested (tuition, living allowance, research fees, etc.).
2. Copy of National ID
3. Summarized Curriculum Vitae (CV)
4. Original-notified certificate and transcripts
5. Recommendation letter (from employer or other supporting authority)
6. Personal statement
