The position of Finance Management Specialist at the Rwanda Education Board (REB) plays a vital role in ensuring sound financial stewardship of Rwanda’s national education programs. As part of REB’s mission to enhance the quality of education, this role is dedicated to strengthening financial planning, budgeting, monitoring, and reporting processes. By maintaining compliance with national regulations and donor requirements, the Finance Management Specialist helps ensure that funds are used effectively to support key educational initiatives across the country.

Beyond routine financial management, this specialist position also provides expert advice to REB leadership on financial risks and opportunities, contributes to strategic decision-making, and works closely with internal and external auditors. It further involves building the capacity of REB staff in modern financial systems and procedures, thereby promoting accountability and transparency within Rwanda’s education sector. ELIGIBILITY CRITERIA

• Bachelor’s Degree in Accounting with CPA, CPFA, CPFM intermediate level, or ACCA Foundation Level (completion of ACCA Applied Skills papers) plus at least 3 years of relevant experience.
• Bachelor’s Degree in Finance with CPA, CPFA, CPFM intermediate level, or ACCA Foundation Level (completion of ACCA Applied Skills papers) plus at least 3 years of relevant experience.
• Master’s Degree in Accounting with CPA, CPFA, CPFM intermediate level, or ACCA Foundation Level (completion of ACCA Applied Skills papers) plus at least 1 year of relevant experience.
• Master’s Degree in Finance with CPA, CPFA, or CPFM intermediate level plus at least 1 year of relevant experience.

AVAILABLE POSITIONS

•Finance Management Specialist.

DUTIES AND RESPONSIBILITIES:

A. Supervise budget preparation and its execution.
1. Supervise the preparation of the draft budget.
2. Monitor the annual operating budget.
3. Control budget execution in compliance with the public finance rules and procedures.
4. Make relevant monthly and annual reports of the budget execution.
5. Prepare periodic cash flow plans.

B. Ensure timely Payments for goods and services:
1. Check conformity and accuracy of payments requests.
2. Ensure proper disbursement of funds is supported by appropriate vouchers.
3. Ensure the establishment and maintenance of appropriate Cash Book and General Ledger to Record Revenue and Expenditure operations.
4. Ensure proper preparation of bank reconciliation statements at the end of each month.

C. Pre-Audit preparation:
1. Ensure proper documentation to support vouchers, including authorization according to regulations.
2. Ensure adherence to the raised during the previous financial year.
3. Carry out all activities pertaining to Finance and reporting to the DM-CS.

REQUIRED DOCUMENTS:

• Part II for professional qualification ACCA OR CPA.
• Certified Public Finance Management Accountant (CPFMA).
• Certified Public Accountant (CPA).
