WHAT IS AN EQUIVALENCY CERTIFICATE?
An Equivalency Certificate is an official document issued by Rwanda’s Ministry of Education. It confirms that your academic qualifications from a foreign country match the required standards in Rwanda. Whether you studied in Kenya, Uganda, the USA, India, or anywhere else outside Rwanda, this certificate helps Rwandan schools understand your education level and where you fit in the system.

This document is required for all levels of education—from primary and secondary schools to universities and professional institutions. Without it, schools in Rwanda cannot accept your application.

WHY IS IT IMPORTANT?
The Equivalency Certificate is important because every country has its own education system. For example, the subjects studied, the grading system, and the number of school years might be different. The certificate helps Rwandan schools compare your education background with Rwanda’s system and decide which level you qualify for.

WHAT DOCUMENTS ARE NEEDED TO APPLY FOR AN EQUIVALENCY CERTIFICATE?
To apply for the certificate, you usually need the following:

• Notarized transcripts and final degree certificate
• A copy of your passport or national ID
• Proof of school attendance (for example, school reports or letters)
• Any other document requested by the authorities

The Higher Education Council (HEC) handles university-level documents, while NESA (National Examination and School Inspection Authority) manages primary, secondary, and TVET-level certificates.
