The Korea International Cooperation Agency (KOICA) Scholarship Program is a prestigious initiative designed to provide fully funded graduate education to talented professionals from developing countries. Established to build capacity in partner nations, the program supports individuals who aspire to become leaders in public administration, science, technology, and sustainable development. Through academic training at top Korean universities, KOICA aims to equip scholars with the knowledge and skills necessary to solve global and local development challenges.

Since its inception, the program has contributed to the professional growth of hundreds of scholars from across the world. The 2025-2 intake offers five master’s, and three doctoral programs tailored to development priorities. These programs are an opportunity for individuals working in the public sector to enhance their expertise and bring positive change to their communities and countries.

SCHOLARSHIP BENEFITS
Selected candidates will receive the following benefits:

• Full tuition fees
• Monthly living allowance
• Round-trip airfare
• Accommodation
• Settlement allowance and completion grants
• National health insurance
• Orientation and extracurricular activities


ELIGIBILITY CRITERIA
For master’s Programs:
• Must be a citizen of a KOICA partner country. Eligible Nationality 
• Must be officially recommended by the government
• Must hold a bachelor’s degree from a recognized university
• Must be employed in the public sector or a public institution
• Must meet the host university’s admission criteria

For Doctoral Programs:
• Must meet the criteria for the master’s programs
• Must hold a KOICA-funded master’s degree
NOTE: Applicants who have already passed the local interview for the 2025-1 koica scholarship intake are not eligible for the 2025-2 round.

AVAILABLE PROGRAMS

• Five Master’s Degree Programs
• Three Doctoral Degree Programs
Programs are offered by selected top universities in South Korea. Please refer to the Program Information (PI) of each university for details.

REQUIRED DOCUMENTS

Applicants must submit the following documents:

1. KOICA application form
2. Valid passport copy
3. Certified academic degrees and official transcripts
4. Recommendation letter from the government or public institution
5. Employment verification (if applicable)
6. Any additional documents required by the specific university

APPLICATION PROCEDURES
Step 1: KOICA Round
Applicants must apply through the KOICA Overseas Office or the Korean Embassy or nominating institution in their home country. For instance, interested applicants from Rwanda have to apply via HEC here .

Step 2: University Round
Those who pass the KOICA screening will be reviewed and selected by the participating university.
